Public procurement without technical flaws

For contracting authorities and bidders. Both sides of the table.

We write technical documentation for IT procurements and the bids that answer them. Municipalities, agencies, state-owned firms, and private bidders — we know what auditors check.

What we build together

01

Subject of contract

A technical description of the IT solution that doesn't restrict competition but still selects a vendor who can actually deliver. With active procurement law in mind.

02

Tender documentation and criteria

Evaluation criteria, contract terms, SLAs, timeline. Documentation that passes EC audits and NKÚ inspections without remarks.

03

Technical bids for bidders

On the bidder side, we prepare proposals that score. Reference projects, architecture design, staffing plan, delivery methodology.

04

Compliance and conformity review

Before submission, we review all documentation against Law 343/2015, EU directives, and the authority's internal rules. No surprises during inspection.

05

Bid evaluation and appeals

We assist the evaluation committee in assessing bids. Or conversely — we prepare an appeal with technical argumentation against a Public Procurement Office decision.

06

Contract terms and SLAs

IT delivery contracts where penalties, SLAs, and acceptance criteria protect both sides. Not an internet template.

How we work

1

Initial alignment

We meet, understand the project and the procurement goal. We advise which procedure fits — open, restricted, DPS, or framework agreement.

2

Documentation preparation

Subject, technical specifications, evaluation criteria, contract terms. We iterate versions until it's exactly what you need.

3

Announcement and conduct

We assist with the Gazette publication, answering bidder questions, and the evaluation committee work.

4

Post-award

The contract you sign is technically defensible during NKÚ inspection or an EC audit.
