Konto občana took first place at the Inovačný cirkus 2026 hackathon for municipalities. Someone describes a life situation in plain words. The system opens only the forms that actually apply.

I am moving. What follows?
Change your address in Slovakia and the duties that come with it are rarely obvious. The forms sit on different websites, and the same personal data goes into each of them again.

From one sentence to the right agendas
The description can arrive through the app, by e-mail, over the phone or on another channel. Keyword matching plus AI extraction turns it into the short list of agendas that actually apply.

A form that does not ask twice
Forms are dynamic. Only the unknown fields stay empty, and what is saved once comes back the next time. An AI check before submission flags the formatting mistakes that get a filing returned.

The office sees a case, not an attachment
Statuses travel through Skybow automation into SharePoint Lists, where the right department finds the case with its priority and its owner. The resident watches the same status from the other side.

First place, and municipalities with no system of their own
The prototype aims at smaller municipalities that run no system of their own, and the same pattern repeats. A birth, a new trade licence, a property purchase or a dog registration all work this way.
Six finalist teams pitched to the jury at the Ján Palárik Theatre on the future of municipalities in the age of artificial intelligence. Konto občana took first place.
The hackathon was run in Trnava by Opium.systems. Samuel Wittlinger presented the solution for Rise.sk.
