Custom software development
A payroll and HR system built for you
An organisation of over 500 employees runs on a payroll and HR system we built. It is not a product we resell. We can build you one.
Back to custom software developmentWhat is in scope
- Where the HR and payroll numbers come from, and who is retyping them today.
- Separating the payroll logic so a rule change does not touch the whole system.
- Records for employees, contracts, attendance and absence.
- Payroll calculation against your own rules, with output for accounting.
- Roles and access rights, because not everyone may see payroll data.
- Handover of the source code, the documentation and the access.

We start with a bounded first stage. We analyse your payroll rules and propose an architecture, against an agreed ceiling.
This is a bespoke build, not a licence. After the first stage you can decide between building your own and staying with an off-the-shelf system.
Why this tends to be bespoke
Pay transparency reporting lands in 2026. It wants figures that hold up across roles and people, which is where an off-the-shelf system usually stops bending.
What we build on
We do not start from nothing when a proven base exists.
- The open Horilla HR base, extended with your processes
- A separated payroll engine for Slovak rules
- Roles and access rights over sensitive payroll data
- A connection to the accounting system you already run
Proof
On the open Horilla base we extended HR workflows and split out a Slovak payroll engine for an organisation of over 500 employees.
Open the case studyWhat people ask
- Do you sell a finished payroll system?
- No. It is a bespoke build. We have built one and we can build another, but you are not buying a product licence.
- Who owns the source code?
- You do. We hand over the code, the documentation and the access at the end of the stage and keep no copy.
- Who tracks rule changes?
- We agree that before we start. The payroll logic is separated precisely so a change can be made without touching the rest.
- How many employees does this make sense for?
- The system we built runs for over 500 employees. For smaller companies an off-the-shelf product is usually cheaper, and we will say so.
